我国学校体育法规实效缺陷的原因分析及对策研究

An Analysis of the Cause of the Shortcoming of the Effectiveness of School Sports Law and Study on the Countermeasures

所谓法律实效,是指发生法律效力的法律规范在实际上被执行、适用和遵守的状况。目前,虽然我国学校体育法律体系已初步形成,但现有法规并没有得到很好地贯彻执行,学校体育法规实效存在严重缺陷。文章从立法、执法、守法、法制监督等角度探讨了我国学校体育法规实效不佳的原因,并针对存在问题提出具体建议。

The actual effect of law means the state of law exeuted, used and observed. Researching on the actual effect of P.E. law in ,school will benefit the construction of P.E. law in school and provide safeguard for new curriculum reform. Using a quantity of methods such as documents, paper-nqestion investigation and logic, this paper makes analysis on the reasons thai lead to the worse effect, put forwards some advices.
