危机管理是一个由相互联系、相互作用的诸多要素组成的有机整体,是一个具有自身特点并相对独立的管理系统。危机管理系统各个阶段的系统目标以及所涉及的系统方法和系统技术的侧重点各不相同。现代管理科学要求政府必须综合应用系统观点、方法和现代科学技术手段,分别在危机管理的不同阶段相应采取不同对策,从而实现系统最优化的组织管理。

Crisis management is an organic whole that comprised of many essential factors of mutual connection and interaction, and it＇s a management system that has characteristic and relatively independent itself. The systematic goal of the crisis every stage of management system as well as the systematic method which has been concerned with, and the systematic technology stress each not identical. The modem rnanagement science insists that government must apply systematic viewpoint, method and the modem means of science and technology synthetically. The government should adopt different countermeasure respectively corresponding to the different stages of crisis management, to realize the organization management of systematic optimization.
