There are a lot of factors influnecing 3PL to choose,Among them goods ahead of time for delivery（T）,product quality（Q）,delivery reliability（R） and product cost （P） is four key factor for choosing 3PL. This text sets about from these four key factors,for the strategy aim of modern supply chain, introduces the improved TOPSIS based on entropy, and chooses suitable 3PL in order to set up long-term partnership relation for enterprises.
