普京总统第一任期实施的经济发展战略取得了预期成果,同时其主要增长因素的潜力也已耗尽,经济发展面临转折点。2003年总统国情咨文提出“国内生产总值10年翻一番”的新战略目标,政府制定的《2005-2008年社会经济发展中期纲要》提出了实现目标的3种发展模式:现行发展模式、投资和出口导向发展模式、创新导向发展模式;预测了未来10年的发展前景:到2010年GDP达到1万亿-1.2万亿美元,2015年达到1.5万亿-2万亿美元。
The economic development strategy implemented by Putin in his first tenure achieved anticipated results, but the chief potential factors were totally exhausted. The economic development is now facing a turning point. The 2003 Presidential Union Message proposed a new strategic target of doubling the GDP within a decade and the Government-proposed 2005 ?2008 medium-term program of social and economic development outlined three modes of development to achieve the target: (1) the current development mode, (2) investment and export-oriented development mode and (3) innovation-oriented development mode. The program forecasted the perspective of development in the next decade: The GDP will have reached US $ 1 to 1.2 trillion by 2010 and US $ 1. 5 to 2 trillion by 2015.
