摘要
以美国《清洁空气法》(CAA)为例,从立法与行政的角度分析美国环境管理体系的特点,并在此基础上着重分析了美国在空气保护方面所采取的排污交易、排污许可证、分类管理、技术标准等具体管理手段上的应用与创新。最后,总结了美国环境管理的特点,分析了其发展动向,并结合中国实际做了简要对比,以期为中国下一步的环境管理,特别是空气环境管理改进提供借鉴。
This paper analyzes the US environmental management system through a detailed case of the Clean Air Act （CAA） from both legislative and administrative perspectives. The paper specifically studies the innovation and application of new management instruments such as emissions trading, permit system, categorization management and technology-based standards. Finally, the paper is concluded with a summary of the characteristics of US environmental management system and an overview of future developments. A brief comparison with Chinese management structure is also provided to provide useful input into the reform and calibration of the system, particularly in the area of air pollution management in China.
