Doing International Business By Using A Scientific Development Approach.

1993年以来,我国石油企业的国际化经营经历了探索起步阶段和快速发展阶段,目前已进入了一个加快发展的新阶段。面对错综复杂的国际环境和日益激烈的国际竞争,在新的历史阶段,我国石油企业在选择国际化经营项目时更需着眼长远,全面谋划战略布局,不能急功近利、贪大求成。要遵循稳步前进、灵活应变的原则,通过艰苦努力,依靠新思路、新方法,创造性地开展工作。要着眼于可持续发展,重视项目的战略研究和基础研究;以科学发展观为指导,统筹使用好企业的自有资金与银行融资,兼顾项目运营与风险防范;协调项目技术论证、经济评估和合同研究三者间的关系,重视风险评估;统筹协调各种利益关系,优先保证项目实现经济效益。对人才的选拔、培养和管理要有长远规划;要加强HSE管理和人身安全风险防范,关心员工切身利益,减少人才流失,把以人为本真正落到实处。

Since 1993, the international operation of Chinese petroleumcompanies has experienced stages of start-up and development. Nowit enters a new stage of hastened development. In the face of acomplicated international environment and increasingly scorchinginternational competition, Chinese petroleum companies should planfor the long term, instead of trying to 'make a quick buck' whenselecting projects. We should abide by the principles of steadyadvance and an open mind, and being creative. We should placeemphasis on strategy study and basic research of the projects. We mustdo well in managing the enterprise's funds and its bank financing, withoverseeing project operation, and with risk management. We have toharmonize project technology studies, economic evaluations andcontract clauses, and place high emphasis on risk evaluation. Weshould streamline competing interests and ensure the project isprofitable. We should plan for the long term when selecting andcultivating managerial talents. We should also intensify HSEmanagement and improve personal safety, show an interest inemployees, reduce brain drain, and implement a people-orientedprinciple.
