摘要
自新中国成立以来,科技发展规划便成为中国中央和地方政府管理科学技术发展的重要模式,曾经并依然扮演着重要角色。但截至目前,国内科技发展规划的理论研究却远远落后于实践发展。本文首先构建了科技发展规划的基本模型,进而,以此模型为基础,认为科技发展规划制定过程中应综合运用开放的复杂巨系统理论、公共政策学理论以及科学技术哲学与技术经济学的理论与方法,以保证科技发展规划的科学性和可行性。
Science and Technology planning is a very important management model for China central and local government to management science and technology development. However, the research of theory and methods for science and technology planning is lag of the practice. In this paper,we con- struct a conceptual model of science and technology planning. With the help of this model,we conclude that science and technology planning should be based on the theory of open complex giant system,science of public policy and economics of technology.
