无政府相互依赖状态中的霸权与国际制度

摘要 当前的国际体系的本质特征是无政府状态下的各国家行为体复合相互依赖,独立决策受到限制,不能达到个体希望实现的最优结果。国家间的互动过程中就必然产生制度的需要。本文通过就国际制度分成内在国际制度与外在国际制度,并对其深入分析研究,从中得出霸权在无政府的相互依赖状态下对制度的作用并非千篇一律的结论。探讨霸权在当前国际体系中与不同国际制度存在的不同关系,对国际社会的冲突与合作有更好的理解。 The essential feature of the current international system is the complex interdependence of all state actors under the anarchy, leading to each actor's limitation of independent decision- making and thus to the failure of each of them to achieve the optimum result it expects. And therefore the creation of institutions is required during the process of interaction among state actors. This essay divides the international institutions into internal and external ones and by deeper analysis and research, draws the conclusion that the monarchy does not play the same role on different institutions under the interdependence. And further discussions would be focused on the relations the monarchy has maintained with different international institutions in the current international system so that the conflict and cooperation in the international society can be better understood.
