1995年大洪水后的思考

江西省是全国水灾多发省份之一，解放以来的１９５４年，１９６２年，１９８３年为特大洪水年份，１９９５年又发生了特大洪水，这次洪涝灾害面积主广、程度之重、损失之大是建国以来十分严重的。通过这次特大洪水的考验说明，应加快建设能调蓄洪水的控制性水利工程，加强堤防建设，坚持全面贯彻“安全第一、常备不懈、以防为主、全力抢险”的方针，加强机电排涝建设，加强非工程措施建设，搞好水土保持，加强城市防洪工作。此外，一个关键问题在于加大水利建设的投入，使江西省水利建设能够上一个新的台阶。

Jiangxi Province is one of the provinces which flood multiply takesplace. After liberation 1954, 1962, 1983 are the special large flood years,Thetpecial large flood takes place too in 1995.This flood is very serious in area,degree and loss since the erecting country,By this special large flood test wesbould fast to construct the c ontrol bydraulic engineerings wLich can regulate andstore flood water, strengthen the flood flanking construction. We:Lould ezecutewholely:hpolicy asafety first; Not relax; flood preventing is ilnportant; doour best to fight flood”.We should strengthen the electronmechanical drain floodedfield and the unengineering measurement.We should do better the water andsoil conservantion and strengthen the city flood prevention,In addition,a keyptobleni lies in increasing tke hydraulic construction input,so Jiangxi provincialkydrulic construction can go to a new stage.
