随着社会经济的发展,环境污染问题日益严重,生态危机愈益加剧,我们正处于一个复杂多变的时代。在这样的时代背景下,传统行政法的价值取向在经济基础、政治思想基础及法理基础等方面表现出明显的缺陷。传统行政法价值取向必须进行变革才能适应时代发展的需要,而变革的出路在于实现行政法价值取向的生态化。

As the social economy develops, the pollution of environment is worsening and ecological crisis intensifying, and we are now in a complex and changing era. Embedded in the given context,the value orientation of traditional administrative law shows noticeable defects in economic basis, political and ideological basis, legal principle basis, and so forth. The value orientation of traditional administrative law must transformed to meet the needs of social development, and the way out the innovation lies in the value orientation of administrative law being established on an ecological basis.
