矿山排岩收费费率总体模型的建立

The general model＇s establishment about the pollution charge on the waste rock

利用外部性理论、环境价值理论，提出了对矿山排岩进行收费的设想；以总量收费、多因子收费和超标惩罚性收费为收费模式，选取排岩占地面积为收费因子建立矿山排岩收费总体模型，将费率计算分为基准费率和级差费率两部分；基准费率的职能是为实施土地复垦筹集资金，因只与排岩占地面积有关，各个矿山基本相同；级差费率与矿山的地质采矿类指标、放射性、重金属污染等环境类指标以及矿山的经济类指标有关，用以体现各个矿山的明显不同．提出经济增长理论的新观点，认为通过调整政策性通货膨胀来保证持续稳定的经济增长率是经济健康发展的基本前提，依据此观点建立的排岩收费动态模型以递进费率制取代了固定费率制．

Based on the external theory and the environmental value theory, originated a suggestion to charge for the waste rock. The charge pattern was set down on the principle of charging on the gross of the waste rock and the multiple factors and fining beyond the standard; and under the precondition that the acreage occupied by the waste rock was selected as charge factors, a general model was constructed to charge for the waste rock, dividing the charge ratio of the waste rock into two part： base charge ratio and vary charge ratio. The base charge ratio＇s function is to raise money to reclaim the land; because it is only related to the acreage occupied by the waste rock, almost all the mines have the same basic charge ratio. The varycharge ratio is related to the mining technology factors, the environmental factors such as radioactivity, the pollution of heavy metal and the economical factors of the mine, it incarnated the obvious difference among the mines. Put forward a new view about the economical development theory which considers that a continuance, steady economical increase rate which is assuredthrough adjusting the policy inflation is the base of the healthy development of the economy, and according to the view, the increasing charge ratio takes place of the steady charge ratioin the general model of charge for waste rock.
