摘要
将生态经济学原理和系统理论相结合,对黑河流域生态经济系统的构成、特征及矛盾等概念和内容进行了初步探讨。在此基础上,应用系统耦合理论对黑河流域生态经济系统耦合条件进行了评价,将黑河流域生态经济系统耦合发展模式划分为三个层次:农牧业耦合、农产品加工业耦合、系统与外部的耦合,并分别对各层耦合的实现过程进行了理论研究。系统耦合的实质是结合各子系统之间的优势,通过提高系统的资源利用效率,实现系统总体产出效益的提高。因此,系统耦合发展模式为提高内陆河流域的整体水资源利用效率和水资源分配方案提供了一条新途径。
Using the theories of ecological economics and the system coupling, by analyzing the ecological and economical factors of the Heihe River Basin (HRB), the authors discussed the construction, characters and concept of the eco-economic system of the HRB. The system coupling theory was applied to analyze the problems of the eco-economic system and to evaluate the coupling conditions of the eco-economical system of the HRB in this paper. The system coupling development pattern was divided into three levels, namely, agriculture coupling with the grass-livestock industry, farm production coupling with the agriculture industry, and the eco-economic system of HRB coupling with other systems outside of the basin. At the same time, the detailed approaches and methods of each system coupling level were demonstrated in this paper. It was argued that the energy yield of the coupling system can improve greatly compared with the summation of the systems before coupling. The root of the improved yield from the coupling system, has been discussed in this paper, is mainly by taking advantages of each sub-systems, and by improving the efficiency of resources using of the coupling system. And the system coupling development pattern can be a brand new approach to improve the efficiency of water resources usage and the water resources distribution inside the continental river basin.
