“以人为本”是科学发展观的核心。在社会主义初级阶段必须创建各种条件实现以人为本,这就要求:大力发展社会生产力,为人的全面发展创造经济条件;建立健全社会主义民主法制,为在社会主义初级阶段实现以人为本创造政治条件;繁荣社会主义科技教育事业,为人的发展创造文化条件。

“Taking people as anima” is the key of the scientific view of development. In order to create proper ground for its realization, we must, firstly, greatly develop social productive powers to create economic ground for the all-round development of people; secondly, establish and improve socialist democratic legal system to create political ground; and thirdly, promote the socialist scientific and educational course to create cultural ground.
