In this article it is discussed the nuclear safety requirements and the basis of the requirements, and the background of making these nuclear safety requirements from the point of view of CANDU planned outage nuclear safety management. The content includes the introduction of the program of ＂nuclear safety requirements during planned outage （of TQNPP）＂ , the existed nuclear safety risk of planned outage of CANDU units and the measures of treatments, etc.
