摘要
经济因素与节水型社会发展水平的相关性,远高于水资源丰枯条件与节水型社会发展水平的相关性。经济欠发达地区、特别是西部地区的节水型社会建设,对于提升我国整体的节水型社会发展水平至关重要,但是推进难度更大,是我国全面推进节水型社会建设的掣肘因素。经济欠发达地区建设节水型社会,关键要使有限的投入产出最大化,并在可能的条件下增加投入。由此提出加快西部地区节水型社会发展的四大原则:扶贫富民为本,改善生态和环境是目的;建立长效机制,制度建设是关键;尊重客观规律,科技进步是保障;多方增加投入,国家予以积极扶持。
The relativity between economic factors with development level of water-saving society is closer than relativity between water conditions with development level of water-saving society. It is of great significant of upgrading development level of water-saving society in less-developed areas, in particular western region of China. The promotion is a difficult task and a key factor for the realization of water-saving society. The key point of establishing water-saving society in less-developed areas is to maximize output from limited input and increase input at appropriate conditions. Four principles are raised for quickening development of water-saving society in the western region, including concentrating on help poverty and aiming at eco-environment improvement, establishing long effective systems, respecting nature rule and regarding science and technology as backbones, finally increasing input from all circles and get support from the government.
