摘要
广东自然水资源条件较优越,但人均水资源拥有量却低于全国平均水平,干旱缺水以及水污染导致的水质型缺水日趋严重。水资源问题已成为广东经济社会持续发展的制约因素。以科学发展观为指导思想,建设人水和谐的节水型社会,是广东应对水资源问题日趋严重情势的战略对策。在剖析广东省存在的主要水资源问题的基础上,阐述广东建设节水型社会的战略意义,并对广东建设节水型社会提出几点对策建议:节水与治污相结合,准确把握节水型社会建设的战略重点,着力培养社会节水意识,全面推动节水体制的建设,设立建设节水型社会的专门机构,加强节水技术的研究与开发。
It holds a good natural condition of water resources in Guongdong province, but water resource amount per capita is lower than Chinese average. Water qulity shortage stemming from drought and water pollution becomes serious. Water problem has become a factor that restricts sustainable socio-economic development in Guangdong. Under the direction of scientific ideas of development, to establish water saving society with human-water harmony is a tactic to reply the situation with more and more serious water problems in Guangdong. Based on briefly analyzing major water problems existing in Guangdong province, the strategic significance of establishing water saving society in Guangdong is elaborated, moreover, some suggestions are put forward as follows： 1）to combine water saving and pollution prevention; 2）to grasp strategic emphases of establishing water saving society; 3）to foster societal consciousness of water saving; 4）to promote the construction of water saving institution; 5）to set up special governmental agency; 6）to strengthen research and development of water-saving technologies.
