摘要
在阐述科研院所人力资源特点的基础上,分析转制科研院所人力资源存在的问题。认为目前转制科研院所的人力资源管理仍处于比较初级的阶段,还存在身份重于岗位,职业发展通道单一,缺乏系统的职位胜任能力体系,考核系统失灵,人才结构不适应单位发展的需要,缺乏优秀的市场经营人才和开拓人才,管理观念仍然陈旧老套等问题。建议转制科研院所采取牢固树立“以人为本”的思想,加强人才培训工作,建立有效的激励机制,引入人力资源规划,倡导职业生涯设计,更新和营造良好的文化氛围等措施来发挥人力资源的潜力,促进转制科研院所的发展。
The current situation of human resources of the scientific and research institutes whose management system has been transformed is analyzed. The management of human resources in these institutes is in primary level at present. For instance, the status of staff is more important than the position, the passage of occupation development is singleness, the position ability requirements are not systematic, the system of assessment is out of working, the structure of human resources does not meet the requirements of the development of the institutes, the human resources of market management and pioneer is short of,the ideas of management is still behind.To solve these problems,a few tips are revealed as follows, building up the idea of fundamentality of person with ability, strengthening training of employees, establishing efficacious motivation mode, programming human resources and designing occupation career, updating and constructing favourable culture surroundings.
