This paper outlines a unified all-hazard public warning system in the United States. As a new cognizant of the research in the area of human response to warnings, this system, based on the hazard-specific warning systems, delivers timely warnings for all hazards with a standard terminology and a unified protocol. Through a nationalpartnership between government and industry, this system is able to make more people receive warning messages so that they can take appropriate actions and, eventually, to prevent hazards from imminent disasters.
