谈俄罗斯行政法和行政法学的历史发展

On Historical Development of Russian Administrative Law and Science of Administrative Law

研究俄罗斯联邦行政立法的历史发展，了解俄罗斯联邦行政法的主要内容，有助于我们端正行政法学研究的方向，为我国行政法治建设思考理论依据和可行方案。本文拟研究三大问题：一是苏联解体前的俄罗斯联邦行政法和行政法学，二是苏联解体后的俄罗斯联邦行政法和行政法学，三是俄罗斯联邦行政法和行政法学的发展趋势。

The study of the historical development of Russian Federation administrative legislation as well as the understanding of the main contents of Russian Administrative Law, is helpful to the establishment of our direction of administrative law research, and may provide our administrative legal construction with theoretical basis and feasible proposals. This paper mainly concerns with three issues： the Russian Federation administrative law and science of administrative law before the disintegration of the former Soviet Union; the Russian Federation administrative law and science of administrative law after the disintegration of the former Soviet Union; and the trend of development of the Russian Federation administrative law and science of administrative law.
