On Rural Public Goods Provision and System Innovation

从公共产品的内涵出发，分析了我国农村公共产品供给现状与短缺原因，针对农村公共产品供给制度自上而下的决策机制、农村公共品供给不足、结构失衡、效率低下以及公共品供给管理监督不力等问题，提出了建立公共品需求表达机制、决策机制、供给来源、供给监督等农村公共产品供给制度创新和对策。

Based on the definition of public goods, the paper analyzed the statement of rural public goods provision and reasons. The main problems are the decision of public goods provision made from high governor to lower governor, deficiency of supply on public goods general in rural area, low efficiency and shortage of supervision of public goods. So the countermeasures of rural public goods provision are pointed out, that is to set up demand expression system, to innovate decision made system, to increase the source of supple and to strengthen public participation and public choice.
