对刑侦工作若干问题的思考

Thinking on Several Problems of Criminal Investigation Work

刑侦队伍是公安队伍中的精锐部队,是打击违法犯罪活动的拳头和尖刀。由于各种原因,刑侦工作存在队伍不稳、经费保障不足、人员整体素质不高、刑事技术落后、侦查体制不顺、执法不严等诸多问题。要使刑侦工作处于良性运行状态,必须提高对刑侦工作重要性的认识,切实落实侦查警务保障制度;加快推进刑侦工作“科技化”、“信息化”、“专业化”、“法治化”建设;加大刑侦民警的培训力度,提高刑侦队伍整体素质;努力提高刑侦工作管理水平,实现刑侦工作管理科学化。

The criminal investigation team is a crack troop in the public security force, fist and sharp knife which attack the behavior of breaking laws and committing the crime. Because of various kinds of reasons, criminal investigation work has problems such as, the team is unstable, funds ensure is insufficient, whole personnel quality is not high and technique is backward, the quality of enforcing the law is not strict. In order to make the criminal investigation work in the benign operation state, the tmderstanding of the importance of it must be improved; ensuring system of the police service must be implemented conscientiously; the work of“technicalization” “informationization”“specialization”“ruling by law” construction must be advanced; the criminal investigation police＇s training dynamics must be strengthened; the whole quality of the team must be improved; the working management level must be improved , so the scientific process of criminal investigation work management can be realized.
