On the Perfection of the Mediating System in Public Security

治安调解作为治安案件和治安纠纷处理的一种重要手段,在保障公民权利和维护社会治安秩序中发挥着积极作用。当前,治安调解制度存在调解范围过窄,适用条件不明确,调解程序规则缺乏,调解效力不足等诸多问题,亟需通过立法予以完善,以便正确指导和促进治安调解工作的开展,有效实现治安法律法规所确立的价值目标,建立和谐的社会治安秩序。

Public security mediating system is a kind of important means to deal with the public security ease and public security dispute in public security, playing a positive role in ensuring citizen＇ s right and maintaining the public order. At present, the system has a great deal of problems, such as the mediating range is too narrow , the suitable condition is indeterminate , the rule of the conciliation proceedings is scarce and the mediating effect is insufficient , so it needs to be perfected through legislating badly, thus the development of the work can be instructed and promoted correctly , the goal of value that the public security laws and regulations establishment can be realized effectively and the harmonious public order can be set up.
