Development and Practice of Digital Libraries in the Name of Information Commons (IC)

认为数字图书馆不仅是全部数字化的图书馆,而且应积极融入民主社会环境,促进信息共用(information commons简称IC)的形成。简述IC的概念、类型和发展历史,综述其理论研究和实践进展。探讨研究型图书馆如何结合IC的需要调整原有的电子阅览室服务模式;从资源建没、信息设施、读者服务和参考咨询馆员四个方面论述构建IC的思路,并讨论管理政策、系统合作和目标规划等问题。

The essence of a digital library is not to establish a totally digitalized library with the support of IT and Internet, but to promote the evolvement of Information Commons including people, knowledge and free culture. Then Creative Commons, open source software and open access movement are discussed in this paper to give a common concept of IC and physical, logical and content layers for IC. In a narrow sense, IC means redesigning digital collections, the IC infrastructure and service model of a library, and new challenges for reference librarians. At the same time, policies made for digital library management, library consortia cooperation and planning for an overall strategic development are also needed to integrate a single library into a wider IC and information society.
