摘要
18世纪上半叶,宾夕法尼亚等许多北美英属殖民地政府,相继通过发行纸币成功地解决了经济发展过程中出现的货币供应不足问题。北美殖民地发行纸币实践所体现的理论意义,至今仍然没有过时。这些理论意义包括:一、纸币等象征性货币具有金银等贵金属铸币不可比拟的优越性;二、一国货币供应和创造的任务应当主要由国有银行承担。
During the first half of the 18th century, American colonies issued paper money to deal with the shortage of money supply, a result of British mercantilism as well as the fact little gold or silver were then found and produced in the colonies. From the colonial American successful monetary experiences, one may draw two lessons with great relevance to today's world. First, paper, or token, money is much superior to commodity money; and secondly, the task of money supply and creation should be undertaken by state-owned banks.
