论产权分享──我国企业改革思路的评析与矫正

摘要 文章认为,我国传统公有制企业的产权制度存在着财产主体不清、职工平均占有以及封闭性和凝固式等多种弊端.但根本弊端是职工未能真正成为企业的主人。在以往的改革措施中,承包制未能触及其产权制度.股份制改组未能找到使职工真正成为企业主人的现实途径,一些企业转让给职工虽成功但缺乏普遍意义,因而都未能从总体上和根本上解决企业的活力问题。从借鉴以往改革的经验、教训出发,文章提出了职工对企业增量资产实行产权分享的构想,即对小型国有企业和集体企业实行增量资产全额分享制,大中型国有企业实行增量资产的部分分享。文章还进一步阐明:通过产权分享明晰产权并走向股份制,是我国社会主义初级阶段和社会主义市场经济条件下企业改革的必然选择。 AbstractThe author argues that,the property rights system of China's traditional public ownership enterprises exists the following shortcomings:who is the property subject is nuclear;staffs occupy property averagely;close; unflexiblel and so on.But the basic shortcoming is that staffs had never become firms'real hosts.During previous reform period, contract responsibility system hadn't concerned the property rights system; changing firms into share holding systems hadn't found the realistic approach to making staffs become firms'real hosts;there is no common sense that selling property to staffs although it is successful.Therefore,these measures hadn't strengthened firms'vitality.Based on analyzing previous reforms'lessons and experiences,this paper puts forward the following suggestions:staffs share the firms'property rights formed by added assets,that is to say,the staffs in small State firms and collective firms share all the added assets;the staffs in large-and medium-sized State firms share the property rights formed by added assets.The article also says that it is inevitable choice for China's present firms reform that clearing property rights and changing into share holding system through sharing property rights.
