Abstract Favorable external environment is indisspensable for China's economic development. In late 1990s new technical revolution is being carried out in depth and wideth; the macro-regulation and control of international economic organizations are being improved; and the formation of world market and the readjustment of industrial structure, etc. They provide good opportunities for the economic development of our country. The domestic economic construction is to be stepped up quicker than ever as long as we catch up with the timing and circumstances and grasp the chances.
