Abstract China's economic reform is a profound systematic changing course with complex impacts not only on economy but also on polictical, cultural and historical fields. The nature of China's economic reform course may be defined as the course of 'V. Pareto improvement'and 'reform course may be a non-Pareto improvement' is a specious argument. To survey the readjustment cost of reform with a combination of static description and dynamic optimum analysis, China must choice the reform course of gradualness. In the course of reform, marginal augment quantity should be timely push forward to storage Quanlity reform. Partial reform at lower levels should be set bestly in a step. Political supports are tried to be expanded for the benefit of reform and the behavior of seeking lease should be reduced.
