This paper discusses minutely the optimizing design method of obseration schemes to the control measurement outside the tunel. The method considers the minimum of the summation of observation weithts as objection function, and the accuracy and reliabitity as restrictive conditions. Finally, acase histery is given and some conclusions are obtained.
