必须进一步推行和完善包装企业的承包经营责任制由于目前我国还处于新旧体制并存的交替阶段,特别是包装企业的内部条件与外部环境还存在许多不协调因素,这样就给承包经营责任制在推行过程中带来许多实际问题。例如,目前许多地区电力短缺,供需矛盾十分突出;包装原材料、辅料短缺,价格不稳;企业社会摊派多,负担过重;

In the course of contract responsibility system practised nowadays in China, packaging enterprises are confronting many practical problems such as lack of raw and auxiliary materials and unsteady price of material supply. Enterprises are overloaded with much apportionment of social expenses. Nevertheless, the system, which grants powerful energy to them, not only arouses great economic effciency, increases financial ircomes of the state, but also promotes reform inside enterprises. On the other hand, technical progress should be focused on, short-term behaviour be surmunted, for the purpose of further improving the system. The article believes that economic effidency of enterprises should be realized through technical transformation and technical progress, which is the real success of the system. Existing products should be improved unceasingly and new ones be developed.
