加快发展南京丘陵山区农村经济的对策

COUNTERMEASURE OF QUICKLY DEVELOPING RURAL ECONOMIC IN HILLY AREAS,NANJING

南京丘陵山区经济发展潜力很大,其发展途径,通过分析,认为应在原来重视粮食生产的基础上,大力发展多种经营。当前,该区发展农村经济中,存在资金、技术、产品销售三大制约因素。对资金,建议采取“速效项目开路,长效项目跟上,以短养长,长短结合,滚动前进”的对策。对技术,建议试行定项、定人、定量、定质的技术推广责任制,促使科技真正转化为现实生产力。对产品,建议增办龙头企业,增建市场,试办村、组销售合作服务体系,以解决千家万户上市场的困难,也可活化以销促产的机制。在产业经营上,应掌握因地制宜、市场导向、趋利避害、量力而行、环境保护五大原则。在经营模式上,目前存在以农为主、亦工亦农、少量多种经营、规模经营四种模式,建议近期多数农户以选用少量多种经营模式为好,长远则应积极发展规模经营。

Rural economical development in hilly areas in Nanjing has great potentialities. We believe it a good developing channel to devote great efforts to developing diversified economy on the basis of attaching the importance of producing grain. Developing rural economic in these areas is at present restricted by three factors of fund, technique and market. First, in order to solve the problem of fund, we should give priority to the development of projects with quick returns. Then, following that with other items which brings a slow but long-term profit. Second, technical spreadth responsibility system should be established to stimulate technol- ogy into productive forces. Third, to overcome the selling difficulty, we can set up more leading industries and markets, and develop villages and groups coordinated selling services. When engaging any action of producing, we must defer to five principles; (1) suit measures to local conditions; (2)follow market's leading; (3)pursue advantage and avoid disadvantage; (4)act according to managing capability; (5)environmental protection. There are four main managing types:(1) people mainly go in for agriculture; (2) some family members work in fields and others go to factories; (3) develop a small amount of diversified economy; (4) manage in scales, we find it will be good if the third managing type is adopted at present, but from a long-term point of view, the fourth managing type is believed better.
