摘要
该文根据多年在黄土高原水土流失区抗旱的工作实践，提出了“蓄水、保水、调水、管水”的旱灾防御对策。
According to the practice of the drought resistai1ce in the soil and water loss re-gion in the Loess Plateau,a method of Controlling the drought disaster is presented, whichis of water storage,water retention,water alloting and water management.
