摘要
作者在回顾地矿部门十年改革历程时,认为地矿部门为了适应有计划的商品经济的要求,部提出把开拓地质市场作为改革的突破口的决策是正确的。并从解放思想;运行机制转换;建立新的经营机制;形成开放工作体系;提高经济社会效益;优化产业和劳动结构;增强地勘单位经济实力;造就人才等八个方面促进了地矿部门改革的进程。为进一步深化改革,要进一步认识和完善这一工作。
Reviewing the structural reform of the geological departments over the past decade, the author maintains that the decision made by the ministry to open up geological market as a breakthrough in the reform to suit the needs of planned commodity economy is a correct policy. In advancing the reform, this policy involves efforts in the following 8 fields: emancipating the Mind; transforming the operating mecbanism; setting up a new management system; creating a work sysiem for opening to the outside; improving social and economic results; rationalizing the industrial structure and labor organiza-tion; fostering the economic strength of geological and prospecting units; and training qualified professionals. Further studies and improvements are needed to deepen the reform.
