摘要
地质工作具有不同于其它经济活动的特征,决定了地质体制改革不能照搬其它工业企业的改革经验。高风险是地质工作的本质特点之一,体现在地质工作的全过程,这种风险难以为地勘单位所承担,这就制约了地质成果商品化的进程。在地质工作风险分析基础上的改革思路是:由国家承担地质勘查的经营风险,对矿产勘查工作实行事业管理机制,而在从事风险不大的各种劳务施工单位推进商品化、社会化、企业化的改革。
Geological work has its own features which are distinct from other trades. Therefore it can not copy indiscriminately the experience of other industrial enterprises in its reform. One of the main characteristics of geologi-cal work is that high risks exist over the whole course of its practice, which can hardly be sustained by the geological and prosyaecting units. This bottle-necked the commercialization of geological reports. Based on a risk analysis,the author thinks it may be proper for the state to bear the risks in geological pro-specting, while commercialization, socialization and enterprization can. be ad-vanced in units engaged in various kinds of labour and construction work with minor risks.
