The Grey Correlation Analysis and Developing Strategies of Economic System of Water Project Management

应用灰色系统理论，根据大量的统计年报数据，将水利工程管理经济系统分成三个层次，逐层进行关联分析，达到了“灰”关系的量化，从而明确了水利工程管理经济系统各因素（以收入指标为特征值）的关系及其影响程度。

The economic system of water project management can be divided into three levels based on the yearly statistics.Then,the grey correlation analysis can be proceeded successively by using of the newly developed grey system theory Finally,the grey correlation can be quantified and the relations and their effects of factors speedified by income index in the economic system of water project management can be recongnized.
