摘要
本文论述信息经营战略要素、战略思想、战略特点与发展模式、战略决策和战略实施原则五个问题。在分析市场环境及其社会信息需求的基础上提出当前发展中国家的信息经营战略目标。文章认为,应依据环境变化制定信息经营战略,其核心是以信息市场竞争能力作为综合考虑因素。总的原则是以较合理的投入创造出最佳的经济效益和社会效益,最大限度地满足社会日益增长的信息需求。
his article discusses the five problems of strategie elements,thinking,characteristics and development pattern,decision-making and principles of strategic implementation on information management and administration.The strategic goal in this field in the present developing countries is put forward on the basis of market environment analysis and social requirement on information.In the text,it is held that the formulation of the strategy should be based on the cbange of environment,taking the information market competition capability as a nucleus,The general principle is to create the best economic and social benefit with reasonable input,so as to meet as far as possible the ever-increasing social demand on information.
