关于库区受淹城镇迁建问题的探讨

Investigation on relocation of inundated cities and towns in a reservoir area

本文在总结三峡、南水北调、隔河岩、枸皮滩等水利水电工程库区受淹城镇迁建规划经验的基础上，对城镇规模、有关技术经济指标的确定，以及如何处理好近远期关系、投资分摊等问题，提出了解决问题的原则、方法和具体指标，对搞好受淹城镇的迁建规划，具有指导意义。

Based on summing up the experience gained from planning the relocation ofthe affected cities and towns in the reservoir areas of me water conservancy and hydropowerprojects such as Three Gorges,South-to-North Water Transfer,Geheyan,Goupitan project, etc. the principles,methods and specific indexes are proposed in this paper to solve problems on the following aspects:size of city and town;determination of related technical and economic indexes; how to handle the relation between term and long term ;allocation ofcost. This paper is of instructive significance to well planning the relocation of affected cities and towns.
