A summary of construction development for main body works of Three Gorges Project

三峡水利枢纽自１９９３年开始准备工程施工以来，实行了以业主责任制为主体的招标承包制、建设监理制、设计委托制、项目管理制以及征地移民地方政府责任制，至１９９５年３月底，通过招标共发包和签订合同３７４项，总金额４７．４亿元人民币。已经有１２个主要施工企业中标承包工程。资金到位及时，工程进展顺利。施工准备工程，包括施工征地、四通一平、施工企业等，多按计划要求完成，基本上满足了工程建设要求，一期工程中的纵向混凝土围堰的混凝土开始浇筑时间，比原计划提前了１０个月。一期工程已累计完成土石方开挖７３８０万ｍ３，土石方回填２６５６万ｍ３，混凝土浇筑５０万ｍ３。预期三峡工程一期工程的各项任务和工程形象，可以按期或稍提早完成和实现，１９９７年１１月下旬至１２月上旬主河床截流的预定目标，可以按期或稍提前实现。一期工程主要包括：围护右岸基坑的一期土石围堰，在一期围堰保护下开挖导流明渠、修建混凝土纵向围堰及第三期上游碾压混凝土围堰基础部位（高程５８～５０ｍ以下），在左岸修建临时船闸，并进行升船机、永久船闸及左岸１～６号机组段厂房坝段和厂房等部分工程的施工．

For the Three Gorges Project, since beginning of the preparing works construction in 1993, various systems of taking the owner-responsible system as a main body,such as the bidding /contracting system, the construction supervision system, the commissioned design system, project managmenet system, and local government-responsible land requisition/resettlement system have been carried out. By the end of March, 1995, through bidding, contracts for 374 engineering items, totaling 4. 74 billion yuan (RB), were awarded to 12 construction companies. The engineering fund was oppropriated in time, and the works ran smooth. The construction preparation works include: the site land requisition; offering of water, power and access roads; levelling of job sites; establishment of construction plants. All of these were completed on time, meeting the requirement of engineering construction, and resulting in the concreting of the first stage works longitudinal cofferdam 10months ahead of schedule. The first stage works mainly involve: the first stage esrth cockfill cofferdam for protecting the right bank pit, excavation of the open diversion channel, building of the longitudinal concrete cofferdam, concreting of the bottom part, below elevation 50￣58 m,of the third stage upstream RCC cofferdam, the construction of the left bank temporary shiplock, and partial construction of the shiplift, the permanent shiplocks and the left bank Unit 1￣6 powerhouse dam section/powerhouse. Parts of the first stage works have been completed, including the earth/rock excavated volume of 73. 8 million m3 , the earth/rock filled volume of 26. 56 million m3, concreting volume of 500 thousand m3. It is expected that various tasks of the first stage works and predetermined aim of main river channel closure on the last ten-day period of November to first ten-day period of December, 1997 will be completed and realized on or slightly ahead of schediule.
