小浪底水利枢纽防洪效益分析 被引量:2

摘要 小浪底水利枢纽处在控制黄河下游水沙的关键部位,是黄河干流在三门峡以下唯一能够取得较大库容的重大控制性工程,防洪效益十分显著。根据目前黄河下游防洪工程保护范围内的人口、财产及工农业生产现状,经分析,小浪底工程建成生效后,初期(1~10年)利用60.6亿m3的防洪库容,每年可取得防洪经济效益5.15亿元;正常运用期利用40.5亿m3的防洪库容,每年可取得防洪经济效益3.88亿元。考虑洪灾损失增长及社会折现率(12%)后,在工程经济寿命期(50年)内可取得防洪效益现值78.67亿元(折现至2000年年初)。 Located at the key position to control the water flow and sedimentation of the lowerreaches and as being the only one key control project with large storage capacity in the trunkstream of Yellow River after the Sanmen Gorge, Xiaolangdi Hydraulic Project is with evidentflood protection efficiency. According to the analysis of the current population, proterty, and theindustrial and agricultural conditions in the control area of the flood protection project in the lower reaches of Yellow River, in the initial stage (1-10 years) after the Xiaolangdi Project is completed, the yearly economic effect from the flood protection with flood protection storage capacity of6. 060 million cubic meters is 515 million Yuan: in the normal operation stage with the storage capacity of 4. 050 million cubic meters, the effect is around 388 million Yuan. Taking into accountthe increase of flood lose and the society current conversion ratio (12 %), the project is able to obtain flood protection effect of 7. 867 million Yuan in current price (converted to the beginning ofthe year 2000) during its economic age (50 years).
