文内结合铁力林业局的具体实际,论述了对过伐林按沟系综合经营的必要性和可行性。所谓综合经营模式,概括起来为“采、择、造、抚、补、改、包、封”八字经营手段。文内还论述了实施经营模式时主要应采取的措施。

Combined with concrete conditions of Tieli Forestry Bureau, the paper discusses the necessity and feasibility of all-round development according to ditch system for overcutting. Model of all-round development is summarized to have following eight managing methods; cutting, selecting , bucking , tending, replanting, changing, contracting and closing hillsides to livestock grazing and fuel gathering. The paper also discusses the measure that should be used when carrying out managing model.
