摘要
根据中奥(奥地利)两国政府1992-1994年科技合作协议,开展了《北京山区荒溪分类与危险区制图技术研究》.介绍了该研究的目的、方法与成果,根据实践的经验,提出了进一步开展荒溪危险区制图的有关建议.
The Beijing Mountainous Area covers about 10 800km ̄2,62%of the total area of Beijingmuch weathering accumulation,the concentration of rainfall in summer,precipitous topographyand the frequent disasters of mountain torrents and debris flow in the mountainous area havebrought about serious losses of the life and property to the people there.According to the Agreement on the Cooperation of Science and Technology between theChinese and Austrian Governments( 1992-1994),the study on the classification of torrents inmountainous area and its mapping technology of the dangerous area were conducted. Based on theexperience of the mapping of the dangerous area in Austria,and in combination with theconditions of Beijing Mountainous Area , the classification of the torrents and the detailed rulesand regulations of the mapping technology in the dangerous area suitable for Beijing have beenco-worked out; as well as the results of the torrent classification in an area of 6 000km ̄2 or so andits mapping have also been achieved since 1992,thus providing the basis for further setting up themanagement system of forecasting and warning information for the disasters of mountain torrentsand debris flow in the total area of Beijing.Based on the results of survey and study,thefollowing suggestions were put forward:1.the disasters of mountain torrents and debris flowshould be considered in drawing up the map of torrent dangerous area instead of drawing it upalone;2.the prevention of the disasters of mountain torrents and debris flow should be combinedwith the environmental construction and economic development of the mountainous area;3. theprevention and Control of mountain torrents and debris flow should be brought into the orbit ofcomprehensive tackling of small valleys;4.legislation work should be started to reduce the lossesfrom the disasters of the mountain torrents and debris flow. thus ensuring the improvement ofeco-environment and sustainable economic development of the mountain area.
