摘要 1991年以来,济钢制定了“科技承包管理责任制”和“对科技项目承包人员的考核的暂行规定”,提出了各级领导和科技人员责、权、利高度统一的科技进步管理工作的激励机制.充分发挥了“科学技术是第一生产力”的作用。 Jinan Iron and Steel Group General Corporation has worked out the contracted responsibility system of science and technology and checking regulation for the personnal of contracted scientific and technical item and has puted forward the impelling mechnism in administrative work of science and technology progress.which are high unitization of responsibility, right and benefit for leader and scientific and technical personnal,from 1991.The function that science and technology are first part of the productive forces is full developed
