Environmental Program Decision Support System (EPDSS) is a measure of environmental program modernization, in compliance with the requirements of science, rationalization, and dynamic of environmental program. Description of designing thought was presented, and the preliminary design of EPDSS, including data base system, assessment model base, prediction model base, optimization model base and methodolgy base, and the prospective of EPDSS were also presented.
