摘要
本文分析了上海汽车工业现状,并与国外汽车工业作了对比,技术成熟度接近于零,综合贸易特化系统接近于-0.8,车型单一,因此,上海汽车工业国际竞争力差;面对“复关”形势,本文分析预测了“复关”对上海汽车工业的正负效应,并按关贸总协定的有关条款要求提出61种汽车产品拟作为幼稚工业保护产品;回顾了上海汽车工业在“复关”的对策研究状况和存在困难,最后提出了迎接“复关”的相应对策措施,包括自主开发能力,相关工业,企业结构调整,政策性建议等方面。
The current situation of shanghai auto industry is analyzed and a comparison between shanghai auto industry and foreign auto industry is made in this paper. The active and negative effects of shanghai auto industry on GATT are forecast. The relative measures including the self-developing a-bility , the relative industries, enterprise organization adjustment and some suggestions are raised.
