松嫩平原水资源开发利用对策的探讨

The Exploitation and Utilization of Water Resources of Songnen Plains

松嫩平原属黑龙江省干旱区，地表水贫乏，水资源供需矛盾突出。本文针对该区水资源开发、利用、管理中存在的主要问题，提出了相应的宏观管理与技术对策。其中，建“丰水枯用”工程，抓生态农业建设促水资源开发，建立水利开发产业化体系等，体现了水资源开发的新思路。

bongnen Plains is an arid area with poor surface water of Heiloingjiang.The contradiction between supplyand demand of water is very sharp. This paper suggests some relevant proposals of macro-management and technologyto aim at those main problems of the exploitation， utilization and management of water resources in this area. Savingwater for dry seenron， promoting the exploitation of water rcsource by eco-agriculture construction， and setting up in-dustrierq of water resources are new trains of thought to utilize water resources better.
