The importance and the benefit of CIPS for refineries are Introduced in tills paper.The construction of CIPS, both software and hardware of which required, and the implementation of CIPS are also described. A structural diagram of CIPS and a block-diagram of management and control relation in an oversea refinery are given as an example.
