本文介绍了一般控制系统的组成与结构，依此系统观点，比较了不同体制或模式下林业资源管理的组织机制。分析了现阶段我国林业资源管理系统的管理目标和林业资源状态指标及其量测、指令、调节机制的特，戈和存在的一些问题。

Abstract This paper gives a general description of the composition and structure of acontrol system, gives the characteristics of management control system, and comparesthe organizational mechanism of forest resources management under different forest sys-tem, or adopting a different model. In view of the situation in economic structural re-form and the characteristics of forest management in China , emphasis is placed on exam-ining the management system of forest resources in China. An analysis is made of thecurrent management objectives , the indicators of forest resources , their measurements ,relevant directives, regulatory mechanism, and some existing problems. Countermeasures for systematic improvement are suggested.
