梯级水库联合拦洪以满足下游某地区的防洪要求时，该地区的防洪标准和防洪措施，需进行经济计算比较，并采用净效益最大的原则优选确定。对满足同一防洪标准的各种防洪措施，也可用年费用最小的原则优选。而梯级水库大坝防洪安全的相互保证，则必须高度重视梯级各库之间的相互关系。
