水电机组国际招标采购和国内外厂商合作生产方式的探讨

我国水电机组国际招标采购除为了获得技术先进、制造质量好、运行可靠的设备外，还兼顾着引进技术，提高国内制造能力和水平的目的。为此，国内制造厂必须参与供货合作生产。国内外制造厂对设备生产任务份额的竖向、横向、斜向分割模式各有利弊。通过鲁布革等工程的实践，可以了解在不同资金来源的情况下，如何促进国内外厂商联合。

International bidding procurement of turbine-generator units aims not only to purchase advanced, reliable,quality equipment,but also to introduce foreign advance technology in order to promote domestic manufacturing capacity and technical level. Therefore,domestic manufacturers must participate in equipment supply and cooperation construction. There are three modi of vertical, horizontal and diagonal distribution of the production quota among domestic and overseas manufacturers, each of which have its advantages and disadvantages. Through practices of Lubuge projects and others, we can learn how to promote the cooperation between domestic and overseas manufacturers when a fund comes from different sources.
