The development of any science and technology depends on the function of the two essential factors,i.e. the self-constituted factors which the laws of sciences and technology themselves decide and the non-economic factors restricted by the inner laws of non-science and non technology.The social determining factors find concentrated expression in the following facts:1.Sciences and technology themselves can make progress unless they develop harrnonically with so-cial economy;2.The development of scinces and technology themselves may be strangled by social factors.
