石油企业体制改革的必然选择

石油企业要完成建立现代企业制度的改革，必须以理顺产权关系为突破口，其关键在于确立企业法人财产权，对现行石油企业进行解体分离，打破旧格局重组新结构。文章提出国有独资公司是石油企业制度创新的过渡模式，股份制是最佳选择和基本模式，以产权为纽带的股份制石油企业集团是目标模式。后者把股份制与集团的优势有机地溶为一体，符合市场经济条件下的现代化大生产和石油企业的特点。

The key of doing that is establishing the property right of enterprise legal person, separating present oil enterprises and breaking old structures to rebuild new ones. National company is the transition mode with new system of oil enterprises. Share system is the best selection and basic mode. The oil enterprise group With share system taking property rights as links is final mode. The last one with the superiorities of share system and the group is suitable to the characteristics of modernization large-scale production and oil enterprises in the conditions of market economic.
